The library was founded in 1973 as a District Library in Banská Bystrica. It adopted its current name Mikuláš Kováč Public Library in Banská Bystrica in 1997. Since 2002 it has been under the founder’s competence of Banská Bystrica Self-Governing Region. VKMK serves as the community/municipal library for the town of Banská Bystrica and as a regional library for the territorial districts of Banská Bystrica and Brezno.

Its library-information services include:

- free choice of documents in the library;

- online search in the catalogue of the entire collection, booking, enquiring on the status of loans;

- lending and reference books, newspapers and magazines, audio and electronic documents;

- acquisition of documents from other libraries (Interlibrary Loan Service-MVS) and online searches in regional databases of articles and personalities;

- online searches in foreign databases of scientific and specialised literature, articles, studies etc by EBSCO Publishers (through a library PC only);

- literature retrieval processing (list of information sources) on a given topic (in writing or electronic form), can be ordered and sent by email;

- bibliographic-information service directly in the library and available also electronically;

- processing and publishing of personal and thematic bibliographies and leaflets;

- organising cultural-educational, training and information events for nurseries, primary schools and also high schools;

- community activities.

VKMK is a member of the Slovak Library Association (SAK).
